With Android you can use an app called Tasker and set conditions and responses. So you can auto start an app when 12v is supplied if you keep it plugged into the cig lighter.
I haven't found an iOS app that does this.

Mine is "permanently" mounted. Because it is plugged into a 12v ignition source the phone turns on when I start the car. All I have to do is "slide to unlock" and dashcommand is already open and it automatically connects. It is usually fully connected and running before I'm out of my driveway.
I would be nice to have it 100% automatic and if Apple ever allows something like the android Tasker app that would be great.
Here's a picture, I've gotten rid of the orange back-lighting and one day I'll get a fabricator to customize it so that it looks more factory. The hard part is finding someone.

Apple doesn't allow apps that kind of access.
BUT, if you jailbreak your device, you can use Activator from Cydia to start/stop pretty much anything on power on, power off, and many other triggers, including a long list of gestures. Long before apple had Control Center, jail breakers had the same functionality via Activator.
If your device isn't currently jailbroken, you will have to wait for a new set of exploits to be weaponized. Apple isn't signing any of the vulnerable iOS versions anymore, so you'll have to wait until exploits are found in the current or upcoming versions of iOS. With the Apple Watch around the corner, and iOS updates coming to support it, I expect that even if there are weaponized exploits ready to go, the usual jailbreak creators will wait for those iOS updates to be final so they don't burn exploits by making it possible for Apple to fix them early.
It's a classic cat and mouse game.
