GP Tachometer Lighting

Just picked up GP 0256 and have a question. Are the red bars on the tachometer between 7-8k supposed to be lit all the time?

I think it would be cool if someone figured out how to make those tach lights controled by a rev counter so they would tunr on at a specific RPM like a shift light.

someone made one a couple of years ago that worked great. Heres a link to one on "You Tube" http://www.youtube.com/watch?v=AT_Q2vTiHgQ It doesn't work quite as well as the one I saw before but you;ll get the idea. Sorry, I don't have any more info.
