Help Me Identify and help with Driving Lights

My OEM driving lights arent working, so im trying to figure out why. They came with the car, so im not sure how everything is wired. while looking everything over i found this part:

what is it? seems like a fuse holder, but for what? and should it be full?

Also, the switch for my driving lights illuminates when turned on. It also lights up with the dash lights. the bulbs seem ok. Where would the fuse or relay be located for them?

Garage
they only work with high beams on.

If you have the factory lights they will only come on if you have your high beams on. They will not bo on with low beams at all.

As ronnie948 said, the OEM rally lights only work with the high beams on.
The image you have pictured is the old style fuse holder for the Driving/Rally Lights.
So the good news is that your lights are operating just as MINI/BMW wants them to.
