Sure! Will do. One of my friend has 500 Abarth, He couldn’t pass the inspection for three time. Right now he got R on his inspection sticker for over month.

if they do under hood and no check engine light you should be fine
but if they put sniffer in tail pipe theyll catch that you dont have any cats.. probably have to throw on stock dp and/or exhaust to pass. stock exhaust would be a lot easy to throw back on but i dont know if it would qualify.
No more inspections here, but can you go to an independent shop to have them sign off? may be a little more lenient

I can't guarantee anything but it's worth a shot. I live in NY and that's exactly what I do. Passed twice now and two different shops I have no connections to.
I found this: http://www.drivecleanpa.state.pa.us/docs/readiness.pdf
Under "Readiness Monitors": "
For model year vehicles 1996-2000, a vehicle with
two monitors that are “not ready” will be accepted for the OBD test and the test can continue; for
model year vehicles 2001 and newer, only one “not ready” monitor will be accepted for testing and
the test can continue. "
