The black plastic backing behind the seats of my MC have white-ish scuff marks, not scratches, that I cannot remove. Mothers back to black works great on the car's exterior trim, but it won't touch the scuff marks behind the seats. Has anyone hear found a product that works?

Try Stoners Trim Shine. Works great on the exterior as well. I had some white residue from the body shop on my wheel arches, I used the trim shine, and it came out looking brand new.

303 Aerospace...."Designed for aerospace and aviation applications". Has UV protection. I use it for the back of the front seats, dash, door panels, plastic wheel arches, tires. Expensive but good stuff, I'm satisfied.
It sounds like there has been a "transfer" of some other material since the plastic itself is black and will not scratch, mar or make a white mark even when abraded.
I would tend to lean toward a solvent or a solvent/cleaner as the first course of action. The isopropol would be a safe start, I use it often. Aerosol Brake Cleaner spray (CRC and Gumout are the best) is also safe to use on the plastic of the seat backs and is a bit stronger than the alcohol. The next step would be to try a mechanical abrasive like a fine polish compound or even cleaner wax with a soft cloth or foam applicator. One of these will work.
Follow any of these up with your favorite dressing. I like 303 Aerospace because, as mentioned, it has a high UV protection and a factory satin finish.

I've been fairly happy with Meguiars Gold Class Vinyl and Rubber care for things like that. It's pretty easy to find. Although when I'm out I'll probably spring for some 303 Aerospace Protectant as I've heard so many rave reviews.
sounds to me like something has been transfered to the vinyl as well. I've had some success on other cars with the GENTLE USE of a nylon mesh covered sponge (a 'bug scraper sponge' - though you shouldn't use it on painted surfaces... unless it is an old clunker of a car and you don't care about it...) Maybe try it with a spritz of cleaner (Fantastic), alcohol (as suggested above) or WD-40 (also a good idea from above).
