Best way to remove...???

My son's car is pretty beaten up, trying to salvage what I can. I washed, clayed, and waxed yesterday and found what looks like paint overspray (white spots on nose and lower side panels) but I suspect isn't...unless he ran over something freshly painted. But they're on there pretty good. Also found tar-like stuff on the panels behind the wheels.

Best way to remove this stuff?

As above clay. may take a while but it should come off.

For tar, I use either cleaner wax (such as Wheelshield by Prima), motor spray (for RC cars) or even gasoline.

Clay bar. Be sure and use it with plenty of lubricant (read the instructions carefully). Will absolutely come off and leave the surface smooth as a baby's butt!

Dirtex will work for water base paint home depot has it.Im a painting contractor not a detailer so test first . lacquer thinner as a last resort, be very careful you can hurt your paint.If its just some specks your finger nail will work . I would'nt do any of this to my new Mini but I do it all the time on my paint truck,so be warned.

Clay bar would be the best thing to use. However if it road stripe paint it will be a motha' F'r to get off after it has cured.
