Please help me diagnose what's making this sound (video).

So it's been a pretty brutal winter in CT this year, and I'm not sure if it has anything to do with the noise I noticed this morning. This is the first time I've heard it (but it's been making it all day).

The vehicle is a 2013 Justa with 29,300 miles on it. I've had its oil changed on schedule, and the water pump died and was replaced under warranty at 22,000 miles.

Any insight would be much appreciated

Stick. In this video, the car is in neutral. The sound is present at any speed and in any gear.

Ok, a few thoughts.

Kinda sounds like a bad dual-mass flywheel issue. But typically the sound will change when the car is under load in gear..

Does the sound change when when the RPMs go up?

None the less, since its still under warty, I'd take it back ASAP.

Its hard to tell just by the video but it could be internal to the engine..? Or external like its a belt issue..?

The sound actually doesn't change much while under load, if at all. I think it make appear to only because the sound of the engine starts drowning it out. It definitely sounds more external than internal.
