Is Re-vinning illegal?

Simple question... if the car is re-vinned, is that illegal?

Assuming it was all done legally overseas... is it legal?

Illegal (but there are many out there that have done it)

How does one 'legally re-vin overseas'

wanna guess what happens if Customs (now Homeland Security) determines the VIN has been changed?

I think they actually crush the cars if they find that they have been tampered with... is that correct?
