I think what you are seeing is not a scuff in the paint, but the oil from your skin leaving a streak. Perhaps your car was never shiny enough for you to notice before. Now you know why are all so annoyed about fingerprints.

Drying time varies by temperature and humidity, an hour is usually plenty, but under no circumstances will it cause a scuff. If you have a missed spot, buff it off with a towel, not your finger.
