I am only boosting 10 or 11lbs , overboost to 12.6 help me figure out why?

I have not had my scangauge II for very long. So I can only Tell you what's going on now. With my foot down as fast as I can I only hit 10 11 lbs of boost, even overboost only goes to 12. I am planning on taking off my boost tubes and intake tube this weekend to see if the stock ones give me better boost. But any advice or even guesses would be appreciated.
