The way I've done it in the past was to select the area you want to stripe (or recolor), select Image -> Adjustments -> Color Balance. Make sure "Preserve Luminosity" is selected and just play with the sliders until you get the desired color. If someone knows a better way I'm open to suggestions.
This is using Photoshop CS3, but I seem to remember previous versions of Photoshop work the same way.
