I use Nero in the inside, 303 on the outside plastic and Black Renew or Zaino on the tires.
I don't dilute my Nero and it is still not shiny. As for being strong, yup that's why I use Nero (although 303 has more UV protectant but I don't like the slightly more shine).
I do Black WOW on the outside plastic 2 or 3 times a year and then just freshen and clean with 303.
If you don't like the glazed donut look of shiny tires, Black Renew is a very good choice as is the Zaino Z-16.
Armorall IMO is a good product for getting your trash bags shiny.
