Removing "baked on" brake dust

I have some brake dust on my xlite wheels that I cant seem to get off! I tried wheel cleaners and the MrClean eraser.. but no luck.

Is there a good product I can use to remove the dust? Im going to be selling my wheels and I want to clean them all up.

I can't even scratch it off with my fingernail!

Any help will be appreciated!
