Best way to remove...???

My son's car is pretty beaten up, trying to salvage what I can. I washed, clayed, and waxed yesterday and found what looks like paint overspray (white spots on nose and lower side panels) but I suspect isn't...unless he ran over something freshly painted. But they're on there pretty good. Also found tar-like stuff on the panels behind the wheels.

Best way to remove this stuff?
